God does not loves us because we are lovable. And He does not love us because we deserve His love. In Fact, we are born corrupted by sin. We do not seek God, nor do we desire God.

But God is Love. He does not just love; He is love! And to prove His love for us He sent His only Son Jesus (while we were still sinners) to die for us and sending His Holy Spirit to dwell within us "to as many as received him"  John 1:12 NIV

This gift enables us to us to love as He loves.  He wants us to have a personal relationship with Him because he loves us individually and personally.

So, why does God love us? Because God is love!
